Section XII. REFEREE INCENTIVE GUIDELINES

In recognition that officiating the upper levels of competitive soccer requires many years of experience and devotion, the Washington County Soccer Club has enacted these guidelines which will attract and retain referees in their service to the youth of the club. Equipment, travel, training and continuing education requirements all add to the costs which a referee must bear in order to keep his standing and competence at the highest levels. WCSC, through these guidelines, provides a program which will help a referee offset these costs associated with their service to the youth of the club. These guidelines are not to be construed to form an employer/employee relationship between the individuals who officiate games and the soccer club, but rather to institute guidelines which teams affiliated with the club may use to offset the associated expenses of the individuals who volunteer their time and efforts to officiate games.

A. FEE SCHEDULES - Competitive League

The fee schedules for officiating Competitive League games shall be as follows:

B. FEE SCHEDULES - Recreational League

The fee schedules for officiating Recreational Division games shall be as follows:

C. Mechanism for Collecting and Paying Fees

Fees to cover officiating of games will be collected according to the division in which the players participate.

1. Recreational Division. Fees will be paid from the Washington County Soccer Club general fund according to the schedule set forth above for Recreational Division games. At the start of each season, the Game and Field Scheduler will determine the number of home games each team is to play. Funds will be dispersed by check from the general fund of the Club directly to the Coach of each team at the beginning of each season in the amount to cover all home games for that team. Each coach shall be responsible for payment of the Officials at their home game prior to the start of the game according to the schedule contained in Section B above. It is the responsibility of the Coach to have correct change available to pay the Center Referee and both Linesmen, as appropriate. In the event that the game is rescheduled or not started, no fee shall be paid to the Officials.

2. Competitive Division. The general philosophy of the club is that the higher levels of the Competitive Division are levels to which the better and more serious referees should aspire. To aid in this effort, the incentive guidelines stated above have been implemented. At the start of each season, the Game and Field Scheduler will determine the number of home games each team is to play. Funds will be dispersed by check from the general fund of the Club directly to the Coach of each team at the beginning of each season in the amount equal to the total Referee fee for officiating the home games in the Recreational Division at that age level. The coach is authorized by the club to collect from each player a sum equal to the remaining total costs for officiating all home games divided by the number of players for that team. Prior to the start of each home game, the Home Coach shall pay the officials who were assigned to his game according to the appropriate schedule. It is the responsibility of the Coach to have correct change available to pay the Center Referee and both Linesmen.

Exceptions: In the event that officials for Washington County Competitive League home games are scheduled by an outside organization, such as a GCSA sanctioned Committee, where fee schedules may be in excess of the schedules described above, the Home Coach shall obtain a signed receipt from the officials who are paid in excess of the above guidelines, including compensation for mileage. Upon delivery of the signed receipt to the Club Treasurer, the Treasurer will deliver a check from the general funds to the Coach for the difference in fees between the GCSA sanctioned guidelines and the WCSC guidelines.

3. Abandoned Games. If the game is abandoned by the referee due to unsafe conditions such as inclement weather, the Referee shall retain the fee. If the Referee abandons a match due to unsafe conditions, and the Games Committee requires that the game be replayed, the Coach of the home team shall request and receive reimbursement for that game from the Club Treasurer. If the Referee abandons a match due to unruly behavior of the Home Team Coach, players or parents, the Officials shall retain the fees and the Club shall not reimburse the Home Team Coach for Referee fees, should the games committee decide that the games should be replayed.

4. Unplayed Games. Unplayable conditions (weather or field related problems) - In the event that the game is not started due to unplayable conditions, then no fee shall be paid to the Officials.

One team is present - If only one team and the Officials are present, the Officials will not be paid. The Referee should notify the Referee Rescheduler of the unplayed game and which team was present. The Referee Rescheduler wil then notify the appropriate people to determine which team was at fault. The team that was at fault (for Intra-Club games), is responsible for payment to the Officials. If the team at fault is from another Club, then WCSC will pay the Officials.

No teams are present - If neither team is present, but the Officials are, the Referee should notify the Referee Rescheduler of the unplayed game and that neither team was present. The Referee Rescheduler will then notify the appropriate people to determine who was at fault. In the event that the game has been rescheduled, and the Referee Rescheduler was not properly notified by the Home Coach, then the Home Team shall be responsible for payment to the Officials. If the Club was at fault, for example, the Rescheduler forgot to notify the Officials of the cancelled game, and the Officials showed up without any teams present, then WCSC will pay the Officials.


D. Assignment of Officials

The Referee Coordinator shall be responsible for assignment of all referees for all games in the Washington County Soccer Club. The only exception is for games in which the officials are assigned by the GCSA Competitive Commission Referee Committee. The Referee Coordinator shall rate each referee according to the level of games that he/she is competent to officiate, and together with a Referee Scheduler, schedule the referees for games at the home fields of the Washington County Soccer Club. The scheduling of referees is based on both the computer program as well as good judgment from the Referee Coordinator and the Referee Scheduler. Where possible, preference will be given to the qualified Adult referees. The Referee Coordinator may employ the assistance of one or more Rescheduler, as he deems necessary, in order to insure a competent official at all games. The Rescheduler, under the authority of the Referee Coordinator, will assign officials to games in which they are competent to officiate, upon notification of a vacancy for an official or a game rescheduled on short notice. The duty of the Scheduler is, in consultation with the Referee Coordinator, to assign officials to the games appropriate with their experience and competence level. The duties of the Rescheduler are to obtain qualified officials for games they are to reschedule, and notify the Scheduler of any changes in his original schedule.

WCSC will contract out the referee-rescheduling task at a rate of $500.00 per season. The Referee Coordinator will secure the contractor. The Referee Rescheduler will be responsible for making every effort possible to have qualified referees at all games. The Rescheduler will also be responsible for scheduling referees for rescheduled soccer games. He/she will work closely with the Referee Scheduler and the Referee Coordinator to ensure that referees are informed of their scheduled/rescheduled games
