Section XIV. COMPETITIVE TEAM FORMATION GUIDELINES
A. Intent - As stated in Section VIII of the GCSA Competitive Rules and Regulations, "The Competitive League is designed to provide competition for those players who possess the desire and demonstrate advanced capabilities to achieve their utmost in soccer skills and experience. The Competitive League shall be comprised of all Coach-Select teams from member clubs."
It is WCSC's intent to form pure age group teams from U11 through U19 boys and girls whenever the numbers of potential competitive players exists. The number of age group teams is determined by the WCSC Board as outlined in Section XIII,A of the WCSC Standing Resolutions.
B. Team Formation - Following the selection and notification of Competitive Coaches from the WCSC Board meeting as described in Section XIII,C of the WCSC Standing Resolutions, each Coach shall work with the Competitive Coordinator and the Game and Field Scheduler to establish a tryout schedule for his team.
Tryouts for Competitive teams must follow the guidelines as described in Section XIV, D and E of the WCSC Standing Resolutions.
In accordance with the GCSA Bylaws and Standing Resolutions, a Competitive team shall have not less than fourteen eligible players and not more than eighteen.
The Competitive Coordinator is responsible for ensuring that the Competitive Coaches notify all tryout applicants on their status with the competitive team. The names of the members selected to the competitive teams will be posted on the shed at the Benbrook fields in Robinwood Park, or another publicized location, for all teams.
Once the formation of a Competitive Team has been determined, the coach shall notify each player in the form of a letter set forth by the WCSC.
The Competitive Coordinator is responsible for providing the Competitive Coaches with the proper information and forms for registering their teams.
Prior to posting the team selections, the selection list will be turned in to the Competitive Coordinator. The names of the members selected to the competitive teams will be posted by the Competitive Coordinator at the Benbrook fields in Robinwood Park, or another publicized location for all teams following the completion of the try out period.
The Competitive Coordinator will set a registration deadline for the Competitive teams. Coaches must have all paper work for players selected to their teams to the Competitive Coordinator by this date. This paper work includes registration fees for both the Fall and Spring seasons, player passes, traveling forms, etc. Paper work not turned in by this deadline will be subject to penalties, including late registration fees.
The Competitive Coordinator is responsible for registering the WCSC Competitive teams with GCSA. A copy of the registration forms for each team must be turned into the WCSC Registrar.
Competitive teams are initially formed from these tryouts for both the coming Fall and Spring seasons. In accordance with GCSA Bylaws and Standing Resolutions, players can be added, transferred, and dropped throughout the seasons. The Coaches shall coordinate all such activity through the Competitive Coordinator.
C. Reasons for non-formation or disbanding of a team - If in the event a team does not have the required 14 players try out for a given team the coach shall notify the Competitive Coordinator.
If during the course of tryouts a coach feels he/she will not have 14 players of competitive caliber in the selected age division the coach shall notify the Competitive Coordinator.
If either of these events should occur the Competitive Coordinator will then notify the WCSC Board President and the Games Committee Chair, a meeting will occur either by conference call or at a set location and these three shall determine the formation of the given team.
In the event of a team not forming in a given age division and the players are eligible to play in another age division and the players have not tried out for this age division, the coach in that age division shall be notified of available players. It is the coachıs decision as to whether or not these players shall play for their team.
In the event a coach should withdraw from consideration for a team that he/she has been posted for, a meeting shall take place between the Competitive Coordinator, the WCSC Board President and the Coaching Coordinator to determine if a team shall indeed form and who the coach shall be.

This protocol may not cover all circumstances. Resolution of conflicts expressed (in writing) by coaches or parents shall be handled by a committee consisting of the Competitive Coordinator, WCSC Board President, and the Games Committee Chair.
