Under the direction of the United States Youth Soccer Association(USYSA) and in conjunction with the Oklahoma Soccer Association (OSA), WCSC has adopted a risk management program that includesthe KidSafe Program. As responsible adults we are concerned with all potential risks to our players, members and to WCSC itself. These risks fall roughly into three categories; First Aid and Safety, Child Abuse, and Fiscal risks.We routinely review our WCSC Risk Management Plan and up-gradeit when necessary. As part of our plan, every Club Board Member, Coachand Assistant Coach, Team Manager or Administrator and any adult who handles the Club's or an individual team's money is required to fill out a DisclosureStatement Form. This form asks for personal information which includes references, experience working with young people, and criminal history.WCSC will forward 100's of these forms to OSA. That's a lot of good people doing a lot of good work for kids.
The Washington County Soccer Club dedicates itself to the principles of managing potential risks to the Club and its members. The United States Youth Soccer Assocaition and the Oklahoma Soccer Association have adopted the KidSafe Program as part of their Risk Management plan. WCSC endorses this program. It is the intent of this plan that every reasonable effort will be taken under the guidelines of the KidSafe Program to exclude from Club responsibilities (not to be confused with parental responsibilities affectig their own children) any adult with a legal documented history of child molestation or other criminal record. Thus the health and safety of all persons associated with WCSC and Club related financial assets will be better protected.
1. The Vice President (Bartlesville) of WCSC will administer the Club's Risk
Management Program. This person will be referred to as the Club Risk Management Coordinator
(CRMC). The CRMC will keep confidential information on any Disclosure Statement Form
or other sensitive information.
2. The CRMC will communicate the WCSC Risk Management Program to the Executive Board
and Team Coaches and Managers. The CRMC or an appropriate representative will make
presentations as appropriate.
All WCSC coaches will be encouraged to have CPR and First Aid training.
All WCSC coaches, assistant coaches and trainers will be encouraged to have at least
a valid F coaching license.
All coaches shall strive to have medical release forms in their possession for all
players on their team.
All Coaches, Assistant Coaches, Trainers, (anyone who regularly leads a practice
or training session), Team Managers, and WCSC Officials must complete and sign the
Disclosure Statement Form. The CRMC andthe President of WCSC are the only persons
besides OSA that will have access to information on the Disclosure Statement Form.
All coaches and Team Managers are encouraged to report suspected child abuse immediately
to the CRMC, who will immediately report such cases of suspected child abuse to the
County Child Abuse authorities.
The CRMC will compile a list of all WCSC members and Coaches that are required to
turn in a Personal Disclosure Statement Form andinsure that all do so.
The CRMC will collect and review all of the Disclosure Statement Forms checking for
completeness and any responses that would indicate a risk for WCSC and its members.
The CRMC will collect more information from theindividual if necessary. The forms
will then be sent to OSA offices along with a list of all coaches and administrators
subject to the KidSafe Program requirements.
Any person refusing to complete the required form before establisheddeadlines will
be reported to the WCSC President and the State Risk Management Coordinator for further
action.
The CRMC will inform all individuals who are dismissed about the appeals process
conducted by OSA.
The CRMC will establish point of contact with local legal authorities such as the
County Child Abuse authorities, the Police or Sheriff.
The CRMC will assist OSA in all investigations and random checksof Coaches and Officials.
The CRMC will work with the club's treasurer to analyze potential financial risks
to the club and take steps to avoid them.
All individual team fund raising activities must be approved by the Executive Board
of Directors and recorded in the Club's minutes.
An audit of Club financial operations will be conducted every year by an Audit Committee
and a written report made to the Club.
