A. INTENT - It is WCSC's intent that recreational teams be formed
in a consistent, fair, and equitable manner, that complies with Green Country Soccer
Association's guidelines for team formation and minimizes the opportunity for manipulation.
B. FALL SEASON TEAM FORMATION
Teams will be formed by random draw, according to schools. The random draw will be used to fill vacancies and form new teams. Teams will be made up of a minimum of two players from a school when consistent with the guideline that teams should not have more than 50% of its players with the same birth year when possible.
A player remaining in the same age division will be allowed to continue with the
same team, for which they played the previous season.
A player moving up to an older age division becomes unaffiliated and will be assigned by random draw to a team using the existing team formation guidelines.
Although players are allowed to return to an existing team, the 50/50 WCSC guideline takes priority. Thus, in some special situations, players may be moved to new teams to satisfy the 50/50 guideline.
Brothers or sisters in the same age division may be placed on the same team if requested by the parents.
A player or his/her parents may request the player not be placed on the same team as the preceding season, or not play for a particular coach, providing that the request is made on or before the random draw takes place. The player will then become unaffiliated and will be placed on a team by random draw or on a team with the least number of players. This consideration will be given only once per seasonal year.
Late registrants may lose their priority for placement with the team they played
on the previous season. If this occurs, they are placed back in the random draw or
on the team with the smallest number of players at the time of the draw.
Team formation for each category will be accomplished by Games Committee representatives
who do not have an interest in the composition of teams in that category.
The WCSC Games Committee has the right to random draw an entire age group when it is in the best interest of the Club.
For each age group the Games Committee will:
Determine number of initial returning teams and returning players.
Determine number of new players.
Identify returning coaches.
Identify new and assistant coaches.
Identify any special considerations.
Sort new players by school and by younger/older age.
Select players to teams by random draw.
Verify the 50/50 guideline for each team.
The optimum number of players for formation of a team are:
U6--10 players (to make 2 squads of 5)
U7--If formed, 6-8 players
U8--6-8 players
U9--If formed, 8 players
U10-8 players
U11-If formed, 10-12 players
U12-10-12 players
U14-14-15 players
U16-14-18 players
U19-14-18 players
"When the number of registered players are sufficient to allow it, the Games
Committee may create pure age U7, U9 and U11 age groups.
(Wherever the term "U8" is used in these Standing Resolutions, it shall be
deemed also to mean "U7" when U7 teams exist; wherever the term "U10" is
used in these Standing Resolutions, it shall be deemed also to mean "U9"
when U9 teams exist; wherever the term "U12" is used in these Standing
Resolutions, it shall be deemed also to mean "U11" when U11 teams exist.)"
C. FALL LEAGUE FORMATION - If in the opinion of the Games Committee
Chairman, with input from the registrar, there are too many teams to be placed in
a single league, multiple leagues will be formed. The placement of teams in each
league will be established in the order in which the teams are formed. The order
of team formation is a random process and thus league formation for the fall season
is random.
The Games Committee or Chairman will try and form leagues with equal number of teams
while at the same time striving for an even number of teams in each league to reduce
byes. If the leagues can not be made up of equal number of teams, the first leagues
formed will receive the larger number of teams. In forming the leagues, the Games
Committee should at all times, make their league formation decisions on good judgment.
EXAMPLE: If fourteen teams are formed in an age group, and two leagues are
to be formed, then the first eight teams formed will make up the "A" league
and the second six teams will make up the "B" league.
If an odd number of teams in a league is created, the Game and Field Scheduler will
attempt to schedule an extra game for those teams with byes.
D. LATE REGISTRANTS - Players signing up after the WCSC registration
deadline are considered a late registrant. Late registrants will be added to a waiting
list in the order that they are received. It is much less likely that a late registrant
will be placed on a neighborhood team. In addition, a late fee will be assessed.
If players are needed to complete a team, the late registrants are contacted, in
the order they are on the waiting list; the registration form and fee (including
the late fee) are collected, and the player's name is added to the team roster. Teams
will not be reformed or adjusted to accomodate these late registrants.
Games Committee representatives will be responsible for contacting people from the
waiting list after the initial team formation has occurred, but prior to the team
registration with GCSA. After that date, the Registrar will be responsible for contacting
players from the waiting list.
Players will not be added to a team until registration forms and fees are collected.
If the registration form and fees are not received by the time set by the person
contacting the player on the waiting list, another player may be contacted to fill
the original slot.
If enough late registrants sign up, a new team can be formed, provided a coach can
be found, and the team can be registered with GCSA.
E. PLAYERS PLAYING UP - The GCSA Standing Resolutions specifically indicate
that recreational players will not be allowed to play up unless it places a hardship
on the player, family, or club. WCSC will adhere to this rule. Any Request to play
up must be in writing and addressed to the WCSC Games Committee Chairman. The Games
Committee will determine whether any request will be allowed. GCSA specifically prohibits
playups from Under-6.
F. PLAYERS PLAYING DOWN - The GCSA Standing Resolutions specifically indicate
that players will not be allowed to play down.
G. FALSIFIED ADDRESS OR BIRTHDAY - Registrants who are found to have falsified
an address or birthday in order to be placed on a particular team or with a particular
coach, will forfeit their right to play.
H. SPRING SEASON TEAM FORMATION - Teams are formed according to the guidelines
in Section IV,B, of the WCSC Standing Resolutions with the following exceptions:
- Players are automatically returned to their Fall team
- If the Fall team folds, players from that team will be disbursed to other teams,
if possible.
I. SPRING LEAGUE FORMATION - League standings will be kept through the fall
season in all closed leagues(U10 and up) in order to determine the spring league
formation. Using the system of 3 points for a win, 1 point for a tie, and 0 points
for a loss, all teams from each league will receive a score.
The teams from all leagues, within an age group, will be placed in order of their
finish, with the team with the highest number of points being paced at the top and
graduating downward to the teams with the least number of points. All new teams formed
in the spring will be given a score of zero. The leagues will be established by taking
the top teams to form the "A" league, the next teams to form the "B"
league, and so on until all the leagues are formed.
EXAMPLE: There are twenty one teams in the age group and it has been established
that there will be three leagues. The eight teams with the highest score, as determined
by the fall season standings, will be placed in the "A" league. The eight
teams with the next highest scores will be placed in the "B" league, and
the teams with the lowest five scores will be placed in the "C" league.
The leagues in each age group should, whenever possible, contain the same number
of teams. In forming the spring leagues it is important, however, to rely on good
judgment. In the scoring process for example, if a league is to contain eight teams
and seven teams have a score of 13 points or greater, and the eighth team has a score
of six points, it may be wise to form an "A" league with seven teams, and
a "B" league with seven teams. In this type of situation, the league commissioners
from the age group in question may be consulted.
