Duties for WCSC League Commissioners (for WCSC intra-club leagues) are as follows:
A. COLLECT GAME FORMS - Game forms must be turned in to GCSA at the end of each season. Collect both team's official game form for each game within seven days. Initially, you may have to contact the coaches to make sure they know where to turn in the forms. League points may not be awarded until the game forms are received by the commissioner.
Early in the season, League Commissioners should remind coaches of the importance of promptly turning in game forms.
B. COMPILE LEAGUE STANDINGS - Record game results and compile league standings on the Final Standing Sheet provided by the GCSA Games and Disciplinary Committee. Two points are awarded for a win, one point for a tie, and no points for a loss. There may be more than one league winner if two teams have the same number of league points at the end of the season.
Standings are compiled for U8 leagues. Fall U8 standings are used solely to restructure the spring leagues.
During the season, interim standings may be made available as requested by members of the league.
C. RECORD AND TRACK CAUTIONS AND EJECTIONS - Record all cautions (yellow cards) issued to players and coaches on the Caution/Ejection Report provided by the GCSA Games and Disciplinary Committee. (Game forms for terminated games or games in which a player or coach are ejected will be retained by the referee.) Players or coaches accumulating three cautions during the season are subject to an automatic one game suspension. Upon noting the third caution, the WCSC Games Committee Chairman should be notified so that the coach can be contacted and reminded of the suspension and determine the date that the suspension will be served. When a player or coach serves the suspension, it should be noted on the game form.
D. NOTIFY THE WCSC GAMES COMMITTEE CHAIRMAN - Notify the WCSC Games Committee Chairman immediately of:
1. any player or coach ejections or other incidents of misconduct,
2. an accumulation of three cautions by any player or coach (cautions carry forward from the fall to the spring season but not from the spring to fall.)
For ejections or other incidents of misconduct, the Games Committee is responsible for determining the disciplinary action to be taken. The Games Committee Chairman will inform the coach of the Committee's decision.
E. REVIEW GAME FORMS - Perform a cursory review of the game forms to monitor compliance with the GCSA Standing Resolutions Section VI., A. (Players Right to Play). Also, for U8s, check to ensure goalkeepers remain in goal for not more than one half the game.
F. SERVE AS LIAISON. - The League Commissioner serves as liaison between the parents, players, coaches, officials and the Washington County Soccer Club, resolving as many problems as possible at the league level. In addition, the League Commissioner will serve as a focal point for the league for distributing any information to the Coaches.
G. ENSURE SCHEDULED GAMES ARE PLAYED - Through collection of the game forms, the League Commissioner should have a good feel for any games that are postponed. The Commissioner should encourage coaches to promptly reschedule postponed games.
H. NOTIFY COACHES OF GENERAL RAIN OUT - League Commissioners should contact WCSC (333-2228), after 7:30 A.M. for general rain out information for WCSC games. If the day's games are rained out, the Commissioners will inform their coaches by 8:00 A.M.
I. AT THE END OF THE SEASON, REPORT THE LEAGUE CHAMPION AND FINAL STANDINGS - Inform the WCSC Games Committee Chairman of the league champion and final league standings.
J. FINAL REPORTING - Give all game forms, the GCSA Final Standing Sheet, and the GCSA Cautions/Ejections Report to the WCSC Games Committee Chairman. THE GAMES COMMITTEE CHAIRMAN WILL MAIL THE FORMS TO GREEN COUNTRY.
