Standing Resolutions of the

Washington County Soccer Club

Section VIII. COACHES DUTIES

A. TEAM ORGANIZATION AND ADMINISTRATION. - Hold a meeting for the parents to let them know about uniform and equipment requirements, required participation in practice, developing a supportive attitude, the need for assistant coaches, team parent, callers, treats person, and field help.

Contact players within 72 hours and report back to the Registrar on the status of all players on the team as to whether or not they will be playing for the current season. This will help the registrar determine if additional players are needed.

B. VOLUNTEER DISCLOSURE STATEMENT FORM - All Coaches and Assistant Coaches are required to fill out and sign the Volunteer Disclosure Statement Form and promptly turn it in to the Club Risk Management Coordinator (Vice President).

C. CREATING A POSITIVE IMAGE - The Club wants to promote a healthy, positive image for the youth within the program and several items are not condoned by the Club. With this positive image in mind, coaches, parents, and players should refrain from the use of tobacco products, alcohol, or foul language when they are directly involved in WCSC events, which includes soccer practices and games. Firearms, knives, and controlled substances (or drugs) are also prohibited at WCSC events.

D. REQUIRED PLAYING TIME - For intra-club recreational teams, for the Under 8, Under 10, and Under 12 age brackets, players must play at least three-quarters of the game except for disciplinary action, medical reasons, absenteeism or additional players on roster which would prohibit playing all players three-quarters. In other age brackets, for recreational teams, players must play at least one half of the game except for reasons discussed above. The reason should be noted on the Game Form prior to the game.

E. PRACTICE FIELDS - Each team is responsible for obtaining the use of a practice field. Suggestions can be obtained from League Commissioners, the Field Administrator, or any member of the WCSC Board. The game fields at Robinwood or Gerard are not to be used for practice. Those fields receive constant, heavy use on weekends and need time to recover during the week. Coaches found to be holding practice on a game field at Robinwood or Gerard without consent of the field scheduler will be subject to a $50.00 fine on the first offense and a $75.00 fine for continued violations. Fines not paid within 10 days of being levied will result in the coach being placed in bad standing with WCSC, Green Country and OSA. On any field, practice should be cancelled when conditions are such that the field would be permanently damaged by being played upon.

F. OUT OF TOWN GAMES - Whether you are going out of town or a visiting club is playing your team in Washington County, PLEASE make phone contact with the other coach, especially in inclement weather, prior to the game to verify the game, location, and directions to the field. This will save harsh words, disappointingly forfeited games, and rescheduling time.

G. PRACTICE TIME - Please observe the practice limits set up by GCSA for recreational teams and U12 Competitive teams: no more than three Meetings a week (a game counts as one meeting), and 90 minutes for each meeting (60 minutes for U8) are the established limits (a week begins at 12:01 A.M. Saturday). Teams may begin practice after they have received their roster and packet. Even though teams stay together Fall and Spring, Spring practice may not begin until Spring rosters and packets have been passed out.

H. MEDICAL TREATMENT FORM - To make sure that all players can be treated in a medical emergency, OSA has recommended that the pink copy of the registration form be signed and notarized for the medical consent form. An alternative is for all players to have the Medical Treatment Release Form signed and notarized. This form should be kept with the Coach at all times during practice and games.

I. FIELD PREPARATION - Responsibility for field preparation is designated by the Field Marking Assignment Chart. The team assigned to field preparation is responsible for putting in the corner flags and marking the lines on the field. The people responsible for the field preparation should arrive at the field early enough to assure that games start on time. They are responsible for resolving any problems with the field that the referee needs corrected (i.e. filling holes, etc.). All coaches are encouraged to instruct their players not to dig holes with their cleats.

Generally, arrangements can be made with the Field Administrator to mark the fields on the evening before game day.

The home team scheduled to play the last game of the day on a field is responsible for collecting the flags and putting them in the shed.

All coaches are responsible for picking up trash after the game. Home coaches playing teams from out of town should check both sidelines.

Opposing teams and spectators should sit on opposite sides of the field. The home team will be on the North or West side of the field.

Rescheduling of a game does not change responsibility for field preparation. If you have field preparation responsibility and reschedule your game, you are still responsible for field preparation.

J. DISTRIBUTION OF FUNDS TO REFEREES - The distribution of funds to the referees is done prior to the game according to the Referee Incentive Guidelines in Section XII of the WCSC Standing Resolutions. If the referee is not in uniform, don't pay.

K. REFEREE NO SHOWS - In the event that no referee appears for a game, it is the responsibility of the home team coach to select a referee suitable to both coaches.

L. GAME FORMS - Coaches should have an official GCSA Roster and Game Form for each game. If a player is not to play the required time for medical or disciplinary reasons, it should be noted on the game form prior to the start of the game. At the end of the game, both coaches must sign the game form. The winning coach (home coach in the case of tie) is responsible for notifying the League Commissioner of the game results within 48 hours and sending the forms to the League Commissioner within seven days.

For WCSC closed league games, coaches should place the game forms in the appropriate box in the equipment shed.

For games terminated or for games in which there was an ejection, the referee shall retain the game forms.

M. PROTESTS - Protests must be noted on the game form before the referee signs it at the end of the game. The protesting coach must deliver the game forms to the GCSA games committee chairman with a check, money order or certified check of $50.00. If the protest is upheld, the protest fee will be returned.

A game protest will not be upheld unless both the following are proven: FIFA law or GCSA standing resolution was violated and the outcome of the game was affected.

No protests are allowed for Under-8 games.

N. RESCHEDULING GAMES - See Section XI of the WCSC Standing Resolutions.
